HHS ACF Assets for Independence Demonstration Program FY2012 - Individual Development Accounts (IDAs) and related services

GRANT TITLE: HHS ACF Assets for Independence Demonstration Program FY2012

Granting Agency: Administration for Children and Families (ACF)
Due Date: March 26, 2012, and May 25, 2012

Program Details: The Administration for Children and Families (ACF) is requesting applications for grants to administer projects for the national Assets for Independence (AFI) demonstration of the use and impact of Individual Development Accounts (IDAs) and related services.  Grantees will provide an array of supports and services to enable individuals and families with low incomes to become more economically self-sufficient for the long-term.  A primary feature of each AFI project is that project participants are given access to special matched savings accounts called Individual Development Accounts (IDA).  Participants open an IDA and save earned income in the account regularly with the goal of accumulating savings to acquire an economic asset that will appreciate over time — specifically, to purchase a home, capitalize or expand a business for self-employment, or attend higher education or training.  Grantees also ensure that participants have access to financial literacy education and coaching such as training on money management and consumer issues.
Grant recipients must finance the projects with a combination of the Federal AFI grant and non-Federal cash.  The non-Federal cash amount must be at least equal to the Federal AFI grant amount.
Award Period: The project period for AFI grants is 5 years (60 months). The budget period for AFI grants is also 5 years (60 months).
Award Amount: $1,000,000 Per Project Period
Eligible Agencies: AFI is authorized to award AFI grants to three categories of entities:
§  Non-profit organizations with 501(c)(3) status;
§  State, local and Tribal government agencies;
§  Financial institutions that are credit unions designated as a low-income credit unions or entities designated as community development financial institutions
Matching Requirements: Grant recipients are required to fund their projects with a combination of the Federal AFI grant and cash from one or more non-Federal source(s). The Federal AFI grant must comprise no more than 50 percent of the total project budget. The total budget for the project is the sum of the Federal AFI grant and cash funding provided by one or more other source(s). Therefore, for example, a grantee that receives $300,000 in Federal AFI grant funds must provide at least $300,000 in cash from one or more other source(s). The grantee may also provide in-kind support in addition to the required cash.

Responsibilities

Oversight and implementation of the HUD CoC grant process; work in partnership with Kansas Balance of State (BoS) around program compliance; lead the Coalition's efforts to support/facilitate/expand the provision of homeless services in the BoS; Pursue funding opportunities to sustain the KSHC activities including coordinator position.

Qualifications

Knowledge of principles and procedures related to homelessness, requirements and regulations governing the HUD CoC grant process, proven record of successful grant writing/grant oversight experience (HUD CoC grant preferred).
Graduation from accredited four-year university; major course work in business, public administration, social work, or closely related field (master's degree preferred).

Biography
Jay Blackwell works for the Office of Minority Health Resource Center (OMHRC) in Rockville, MD as the Director of the Capacity Building Division.

He holds an undergraduate degree in Psychology from North Carolina Central University and a Master of Arts in Agency Counseling from the University of Northern Colorado. He has extensive experience in non-profit management, community outreach strategies and social marketing.

A North Carolina native, Mr. Blackwell resides in Washington, D.C. He travels extensively throughout the United States providing Technical Assistance workshops, training seminars and capacity building interventions to organizations, state health departments and governmental grantees. His primary focus over the last five years has been with assisting communities and local stakeholders increase their professional collaborations and networking through local, regional and national venues.

The Fund Development Committee of the Wyandotte Homeless Services Coalition will be meeting (next week) on Wednesday, February 8 at 3pm at the Salvation Army's Harbor Lights facility.  Starting in March, we will begin meeting on the first Wednesday of each month.

GRANT ALERT - Applications for Community-Police Partnership Awards to promote neighborhood safety and revitalization


MetLife Foundation and Local Initiatives Support Corporation Seek Applications for Community-Police Partnership Awards

The MetLife Foundation and the Local Initiatives Support Corporation are partnering for the eleventh year to recognize, sustain, and share the work of innovative partnerships between community groups and police to promote neighborhood safety and revitalization.

The MetLife Foundation Community-Police Partnership Awards are designed to identify and honor partnerships that exhibit tangible accomplishments in their efforts to advance the process, outcome, and/or evaluation of potent police-community collaborations. Case studies about award-winning partnerships will be disseminated throughout the community development and law enforcement industries.

Applicants must be community organizations, community development corporations, police/sheriff's departments, community partnerships, Weed & Seed programs and other U. S. Department of Justice grantees, or collaboratives comprising more than one of these elements. Public agencies (including police departments and public schools) must apply in conjunction with at least one nonprofit 501(c)(3) organization that is a leading partner in the collaboration and will serve as a fiscal agent for award funds. All applicants must be based in the United States. Awards are only for functioning programs that have demonstrated the impact of police-community partnerships.

Cash grants will be awarded in two categories. . Applicants may apply in both award categories.

Neighborhood revitalization Awards (five awards at $20,000 to $30,000) are designed to celebrate exemplary collaboration between community groups and police that yields crime reduction as well as economic development outcomes (e.g., real estate development, business creation, and/or job growth).

Special strategy Awards (five awards at $15,000) will be presented to community and police partners who have achieved significant accomplishments in one or more of the following areas: applied technology, aesthetics and greenspace improvement, diversity inclusion and integration, drug market disruption, gang prevention and youth safety, or seniors and safety
