Subsidized Employment - Special Alert

Subsidized employment continues to be a hot topic within the TANF field as agencies look for ways to help participants gain meaningful work experience that will lead to sustainable jobs and careers. Since this topic is of such interest to our users, we've highlighted resources available on our website as well as recent, relevant reports related to using subsidized employment within the TANF program.

What Strategies Work for the Hard-to-Employ? Final Results of the Hard-to-Employ Demonstration and Evaluation Project and Selected Sites from the Employment Retention and Advancement Project, March 2012
The Enhanced Services for the Hard-to-Employ (HtE) Demonstration and Evaluation Project was a 10-year study sponsored by the Office of Research, Planning and Evaluation (OPRE) and that evaluated innovative strategies aimed at improving employment and other outcomes for groups who face serious barriers to employment. Eight program models were evaluated and three were found to lead to increases in employment for Hard-to-Employ workers.

Findings from the Jobs Now Program: Findings From the American Recovery and Reinvestment Act Funded Subsidized Employment Program in San Francisco, California, June 2012
This report highlights outcomes from San Francisco's Jobs Now program, a subsidized employment program that began under the American Recovery and Reinvestment Act (ARRA). It explains the program's design, how the city engaged with employers to secure jobs for participants and outcomes related to job attainment, job retention and wages. The Jobs Now program has continued even after ARRA funds were no longer available (though on a smaller scale) and the city is currently operating its fourth iteration of the program.

Transitional Jobs: Background, Program Models, and Evaluation Evidence, February 2010
MDRC prepared this paper as part of the Enhanced Services for the Hard-to-Employ Demonstration and Evaluation Project. This paper draws heavily on results and lessons from three ongoing evaluation projects. This paper describes the origins of the transitional jobs models in operation today, reviews the evidence on the effectiveness of this approach and other subsidized employment models, and offers some suggestions regarding the next steps for program design and research.

Publicly Funded Jobs: An Essential Strategy for Reducing Poverty and Economic Distress Throughout the Business Cycle, April 2010
Coauthored by the Youth, Education, and Families Institute, and the National Transitional Jobs Network, this paper makes the case for using public-service employment (PSE) and transitional jobs programs to combat economic recession and advance long-term workforce development goals. This paper addresses the urgent needs for publicly funded jobs, key elements of federal job creation, opportunities to build transitional jobs capacity with federal support, and early lessons learned about job creation.

KCK Startup Village Growing in KCK 

The KC Startup Village aims to create a dense community of startups located close to one another. A close proximity of startups creates density, which in turn allows the serendipitous collision of ideas and skills to occur, in turn mobilizes ideas and initiatives. Furthermore, the KCSV is lead by entrepreneurs within the community, for they know the startup scene in their community better than anyone else and they lead it with their passion and enthusiasm.

 

The KCSV will initially include the KCK neighborhoods of Hanover Heights, Sprint Valley, Frank Rushton and the Missouri neighborhoods of West Plaza North and West Plaza South with a plan to slowly expand into surrounding areas. The reasons for basing the KCSV in these neighborhoods includes:

 

  • There are already close to ten startups located in the area with more interested in relocating.
  • The first Homes For Hackers house is located in Spring Valley.
  • Google selected Hanover Heights as the first to receive its first fiberhood, nationally.
  • There is room for additional startups in both low cost low rise commercial and residential spaces.
  • The neighborhoods are positioned right on State Line Road, allowing for startups to base themselves in either state, Kansas or Missouri, depending on their needs and situations.

 

The KCSV was started by entrepreneurs in the community and will continue to be lead by

entrepreneurs within the community. This grassroots initiative is unrestricted by financial gains.

 

Having a condensed community of startups in Kansas City will help secure its position within the American startup scene. Cities such as San Francisco, Boulder, AustIn, Omaha, New York and Boston have already created successful startup communities.

 

Homes for Hackers is an important part of the Startup Village. It attracts computer programmers and startups from other cities with a three month rent-free stay in a Google Fiber connected home. The homes are provided by generous homeowners who connect these startups with ways to promote and support their ideas. The goal is to propel these tech startups by encouraging and nurturing their initiatives and to grow and diversify the business scene in Kansas City and beyond as they become online companies. 

 

Startup Village Gets National News Coverage

 

The Kansas City Startup Village located in Kansas City, Kansas has received a great deal ofCNN Interview  local and national news coverage lately. A CNN production crew from the Anderson Cooper 360 program was in town today to tape interviews with the CEO of Leap2, Mike Farmer.

 

Mayor Joe Reardon was also interviewed for the program, which is scheduled to air this Thursday, at 8:00 p.m. and 10:00 p.m. eastern time; 7:00 p.m. and 9:00 p.m. Central Time (KC). Commissioners Ann Murguia, Angela Markley, and Mike Kane were also present today at what appears to be one of the most popular homes in Kansas City at the moment.

 

The KC Startup Village is an entrepreneur-led, organic, grassroots initiative helping to bolster a startup of small businesses with connections to high speed Google Fiber. Visit thewww.kcstartupvillage.org website for more information.

KCK and KCMO Gear Up for Innovation

Mayor Joe Reardon joined UG staff and government officials from the City of Kansas City, Missouri early this morning at the Kauffman Foundation to explore how both cities can take advantage of a unique opportunity to explore, in a collaborative way, how to utilize theMayor Joe Reardon speaks to UG and KCMO staff  power of technology to better serve the public in the 21st Century.

 

"When government organizations step outside of their typical comfort zones to engage and enhance citizen interaction by way of improved communications, the entire community will benefit," says Brett Deichler, Project Management Professional for the Unified Government.

 

The UG and KCMO were selected in October to participate in the 2013 Code for America Fellowship Program. The two Kansas Cities were the first ever to submit a joint application to their fellowship program.

 

"What does the collaboration process look like?" asked Bob Sofman, Chief Program Officer for CfA, to the group.

 

Sofman led the thought provoking conservation that focused on the idea of reengagingBob Sofman, Code for Americacitizens through the use of computer applications and establishing the framework of the collaboration process between the two cities.

 

"So what's exciting about working with the two Kansas Cities is we're going to really be able to build a model in working with both cities to figure out what is the most effective way for the cities to collaborate. Throw on top of that, the opportunity that Google Fiber offers to really create applications that are enabled by high bandwidth, high speed, and thick pipes. I think there's going to be some really remarkable applications coming out of both cities," Sofman says.

 

Beginning early February of 2013, a team of CfA fellows made up of web geeks, city experts, and technology leaders will work with a group of staff from both KCK & KCMO.

 

While there are still a number of older residents that are intimidated by technology or don't realize the need for it, Sofman says the evolution of technology is making it easier for the end user; regardless of their age or techn savvy.

 

Sofman says, "Our focus on engaging the community is going to be really exciting and that's not just engaging the tech community and building applications on top of open data, but it's engaging everyday citizens in the work of government." 

 

"If both the Unified Government and the City of Kansas City, Missouri can effectively collaborate during this program to bridge the existing communication gap between capturing big data, developing practical business solutions, and reporting relevant business intelligence both internally and externally, the entire Kansas City region will benefit as a whole from theKCMO Code for America  direct improvements in both operational and financial capacity," says Deichler.

 

The goal is for the Unified Government and the City of KCMO to work collaboratively throughout the lifespan of the fellowship program to not only identify various opportunities for technical advancement, but more importantly, will work closely together to help regionalize these forthcoming technical transformation efforts on both sides of the state line.

 

In addition to KCK and KCMO, Las Vegas, Louisville, New York City, Oakland, San Francisco, San Mateo County, California, South Bend, Indiana and Summit County, Ohio will take part in the program. The nine municipal governments were competitively selected from an impressive list of 29 candidates. They were selected for their dedication to civic innovation and openness.

 

KCK and KCMO were also selected by Google for the deployment of their ultra-high speed fiber project in 2011.

Donate a PC – Change a Life!!

If you are a regular Internet user, you probably connect several times a day.  You check your e-mail, catch up with Facebook friends and find out what's happening in the world using your favorite electronic news source.

You probably check the weather online before your go out for the day.  Maybe you have a job you applied for using your PC, found an apartment on Craig's List or even earned a college degree online. Additionally, you've made travel arrangements online and may have done a significant amount of your shopping on sites like Amazon.com.

Imagine what your life would be like if you could not access the Internet because you did not have enough money to pay for your monthly service or lacked the resources to have a computer.

That's how it is for thousands of Kansas City families.  Though their lives could be greatly improved with Internet access, many simply don't have the resource to be connected.  Earlier this fall, many of us worked to get people in lower income "fiberhoods" preregistered to be connected to Google's ultrahigh speed 1 Gb fiber.  One of the most common reasons for not signing up was that many simply could not afford a computer.

Connecting for Good has two on-going projects that will bring connectivity to hundreds of Kansas City lower income households; our mobile computer lab and our initiative to bring free Wi-Fi to the Rosedale Ridge public housing project.  In order to see these efforts impact those in need, we need hundreds of used computers.  With your help, we can see many lives changed simply because they will be able to connect to all the resources available through the Internet.

Local Youth Impacted by Man School
  
Three years ago, Keith Tatum and Robert Soria envisioned helping at-risk young men find their visions and identify their purposes for their lives. 
 
The solution Tatum, chair of the Man School and co-founder of Community Advocates for Social Enrichment, Inc. (CASE) and Soria, executive director of CASE, Inc. was a program called Man School. 

Man School is a program that teaches youths ages 14-17 years old how to be productive community members though skill-building leadership development, empowerment and volunteerism. 

Man School meets weekly over a 10--12 week period. The curriculum revolves around a series of topic-specific modules which range from personal goal setting to professional development and management of finances. 

In June 2011, a pilot program began at Highland Park High School with nine Topeka participants. In the spring of 2012 the Boys & Girls Club of Topeka offered the Man School. Both Boys & Girls Club of Topeka and Highland Park High School offered the program again last summer. Each program graduated 15 youth from the area.
 
The Man School is offered through CASE, Inc., a Topeka-based non-profit organization. The non-profit provides mentoring, tutoring and community empowerment to youths and their families, focusing on those of African-American or Latino origin. 
 
Man School is currently being offered at The Villages, 7240 Southwest Tenth Avenue, classes began November 2 and is also being offered at The Boys & Girls Club of Topeka during the same time.

Sign the Pledge to Support a Certified, Highly Qualified Workforce in Kansas


 

Dear Workforce Development Stakeholders and Industry Representatives:
 
Gov. Sam Brownback and the Kansas Department of Commerce recently sponsored the Kansas Skills Summit on October 29 in Wichita. Business and industry representatives were joined by state policy leaders and postsecondary education leaders to discuss the best strategies for developing and certifying a highly skilled workforce for Kansas.
 
At the Skills Summit, Gov. Brownback presented his vision for human capital development to meet the economic needs of the state. Jennifer McNelly of the Manufacturing Institute, National Association of Manufacturers in Washington, D.C.; Debra Lyons of ACT Inc. in Atlanta; and Kansas business leaders from several different industries described the economic value of third party endorsed, industry credentials. Examples of these credentials include American Welding Society (AWS), National Institute of Metalworking Skills (NIMS), Certified Production Technician (CPT), and multiple health credentials.
 
The primary outcome of the summit is to encourage the involvement of employers with the system of industry credentials. These credentials, supplied by our educational system, can be used by Kansas businesses to standardize the skills and knowledge workers bring to the labor market. Companies tell us again and again that they want to relocate or expand in communities and states that have the workers with the right skill sets and training that fit their needs.
 
This is your opportunity to support our effort and have a say in this initiative!
 
At the summit's conclusion, we asked companies in attendance to sign a pledge, publicly acknowledging your support for this effort to build a qualified workforce. We are asking you today to sign the online pledge and join us in developing and quantifying a highly skilled workforce for Kansas. As you may have heard, Wichita State University (WSU) Center for Innovation and Enterprise Engagement (CIEE) recently received a federal Jobs and Innovation Accelerator Award (Please see press release below). 

 

I am writing to provide you with a copy of the fourth round solicitation for Competitive Innovation Accelerator proposal (see attached).  The CIEE will provide competitive technology development and business counseling grants to innovators and entrepreneurs for qualifying expenses related to expanding their ability to conceive, develop, and/or produce new technologies and to deploy new manufacturing processes and/or to improve the energy efficiency of processes that already exist within their firm.  The proposal can also be downloaded from the following web link.  www.wichita.edu/ciee

 

We would like to encourage you to share the solicitation with businesses and innovators in your area that have technology development and or business counseling needs.   Proposals are due on December 5, 2012.  CIEE Technical Advisor Panel will review and score the submission using the rubric included in the solicitation packet.  Semifinalist will make a presentation of their proposal on December 14, 2012.  The funded proposal will be announced on January 9, 2013.

WSU receives nearly $2 million federal jobs and innovation grant

Wichita State's Center for Innovation and Enterprise Engagement will receive a nearly $2 million federal interagency grant to create more jobs by supporting advanced manufacturing innovators to get commercially viable processes and products into production faster.

The Sept. 22 announcement was made by Acting U.S. Secretary of Commerce Rebecca Blank, U.S. Secretary of Labor Hilda L. Solis, Small Business Administration Administrator Karen Mills and U.S. Assistant Secretary of Commerce John Fernandez, as part of the Obama administration's $37 million Jobs and Innovation Challenge, a multi-agency competition to support the advancement of 20 competitively selected, high-growth industry clusters across the country.

First announced in May, the challenge aims to accelerate innovation-fueled job creation and global competitiveness by awarding grants to regions that demonstrate the existence of high-growth industry clusters that support a range of economic and workforce development activities.

"The Jobs and Innovation Accelerator program meshes economic development and workforce objectives with WSU's academic mission and empowers faculty, students and staff to employ assets and brainpower with the private sector to make innovation accessible, achievable and executable," said Zulma Toro-Ramos, dean of WSU's College of Engineering and director of the WSU center.

The funds awarded to Wichita State can be used to support and accelerate a range of measurable outcomes, including innovation, commercialization, business formation and expansion, development of a skilled workforce, job creation, exports, sustainable economic development and global competitiveness in enterprises that exhibit high growth development potential. These successful innovators will promote growth that is inclusive of the region's population.

"Receiving this grant and doing the work made possible by the funds provided is an excellent example of how Wichita State University contributes to the economic development of the region," said Keith Pickus, interim provost at Wichita State University.

Wichita State established the Center for Innovation and Enterprise Engagement in November 2010 to provide the expertise and infrastructure needed to help accelerate development of the advanced manufacturing industry cluster in Kansas.

The programs, laboratories and expertise of the College of Engineering, in collaboration with the center's partners and institutions, will build on WSU's reputation as a trusted industry partner engaging to tackle problems with passion and objectivity. The center provides help with engineering support, workforce training and business planning. More than 200 small and medium sized companies are part of the economic cluster.

The center will be opening a competitive solicitation for technology development and business counseling grants to innovators. Interested parties should contact the center at innovation@wichita.edu to receive additional information.

Jobs with Greyhound

Greyhound Bus Company needs to hire 600 bus drivers. No previous driving experience nor CDL license is needed.


They will train those hired. Applicants need to be over 25 years old and be able to pass drug screening test

There are some positions for those 22-24 years old. Starting salary is $25.00 per hour.

Qualifications 
To qualify, you must:

  • Be at least 22 years of age
  • Pass a DOT physical, criminal background check and drug screening
  • Have a valid driver's license
  • Have an good driving record
  • Must be able to obtain a passport to cross the Canadian border
  • Successfully complete Greyhound's driver training program

Professional Driver Training Program 
Greyhound training is an intense 6-week program targeting energetic and motivated students with a safety first mind set. There are three phases of training. Click here for more information. 


Phase One - Qualification School (1 Week)
Candidates must successfully complete 20-hours of self-directed 
computer based training , pass a DOT physical exam, pass a drug screen, and obtain a CDL permit with the proper endorsements. Our hiring managers are flexible and will work with you to schedule training at your convenience. For instance, you can complete your training in 5 days (4 hours a day) or 2 ½ days (8 hours a day). 


Phase Two - Driving School (2 Weeks)
If selected, you will attend two weeks of behind-the-wheel training at one of our centrally located driver-training schools. Greyhound will provide lodging, meals and a student per diem allowance during phase two. 


Phase Three - Finishing School (3 Weeks)
You will continue to receive your per diem allowance as you train at your home location. You will complete the required 120-hours of behind the wheel practice with your driving mentor while learning the routes and polishing your customer service skills.
